Android: Go to Settings > Accessibility > Text-to-speech output. Tap the gear icon next to Google TTS and select "Install Voice Data" to download more.
iPhone/iOS: Go to Settings > Accessibility > Spoken Content > Voices. Here you can download enhanced voices for any language.
